{"id":3571,"date":"2026-04-10T16:42:00","date_gmt":"2026-04-10T16:42:00","guid":{"rendered":"https:\/\/climatevdo.com\/?p=3571"},"modified":"2026-04-10T16:42:00","modified_gmt":"2026-04-10T16:42:00","slug":"africas-solar-costs-could-rise-as-china-cuts-export-subsidies","status":"publish","type":"post","link":"https:\/\/climatevdo.com\/?p=3571","title":{"rendered":"Africa\u2019s solar costs could rise as China cuts export subsidies"},"content":{"rendered":"<div id=\"post-317346\">\n<p>The end of China\u2019s export tax rebates for solar panels and associated equipment could prompt a rush by power developers in African to secure supplies at the previous lower prices.<\/p>\n<p>Across Africa, a lack of reliable access to grid electricity is driving the adoption of mini-grids and off-grid solar applications, especially in rural areas. Solar currently accounts <span><a href=\"https:\/\/www.globalsolarcouncil.org\/resources\/africa-market-outlook-for-solar-pv-2025-2028\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">for only 3% of electricity generation<\/a><\/span> on the continent, but <span><a href=\"https:\/\/www.globalsolarcouncil.org\/news\/global-solar-council-africa-records-its-fastest-year-of-solar-growth-as-installations-rise-54-year-on-year\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">solar capacity is expanding rapidly<\/a><\/span>, and the end of the <span><a href=\"http:\/\/english.scio.gov.cn\/pressroom\/2026-01\/12\/content_118274454.html\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">9%<\/a><\/span> value-added tax rebate on Chinese exports of photovoltaic modules, cells and inverters as of April 1 could hasten adoption across Africa.<\/p>\n<p>\u201cThere\u2019s a big acceleration of people trying to buy panels at the current reduced price with the rebate, which is why you\u2019re seeing many projects rushing to start construction so they can procure panels at a lower cost,\u201d Gerrit Jan Cronselaar, engineering project manager at GameChange Solar, a U.S.-based solar energy company, said at a March <span><a href=\"https:\/\/www.youtube.com\/watch?v=va-qTMsvGJo\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">webinar<\/a><\/span> organized by the Africa Solar Industry Association (AFSIA), ahead of the end of the rebate.<\/p>\n<p>\u201cOver the course of 2026, we are likely to see a wave of projects coming online as a result of this early push.\u201d<\/p>\n<p>China is the world\u2019s dominant producer and exporter of solar panels, and African countries <span><a href=\"https:\/\/solarmagazine.com\/2025\/08\/africa-sets-record-15-gw-solar-panel-imports-as-manufacturing-lags\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">depend heavily on the<\/a><\/span><u> country<\/u> for solar components. China is also phasing out export tax rebates for batteries, reducing them from 9% to 6% this month. They will be fully eliminated by January 2027. Storage systems including batteries ensure a more reliable supply of solar power so electricity is available even after sunset or on cloudy days.<\/p>\n<p>\u201cWe don\u2019t expect there to be a massive price spike,\u201d Cronselaar said. \u201cWe expect there to be a step-by-step increase in panel prices that is not as catastrophic as some people might think, certainly not for utility-scale projects.\u201d<\/p>\n<p>Ha added that the segments most affected by the end of the rebate will be smaller commercial and industrial users, \u201cas well as the off-grid and mini-grid sectors, where price sensitivity is much higher.\u201d<\/p>\n<p>Another factor that could boost demand for solar is the U.S.-Israeli war on Iran, which has throttled oil and gas exports from the Persian Gulf and driven up global energy prices. Facing <span><a href=\"https:\/\/www.bloomberg.com\/news\/newsletters\/2026-04-06\/oil-shock-is-adding-stress-to-the-global-economy\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">an oil shock<\/a><\/span>, some experts say <span><a href=\"https:\/\/www.reuters.com\/business\/energy\/fuel-prices-surge-africa-iran-war-hits-supply-2026-04-01\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">African countries<\/a><\/span> might view solar as a more attractive <span><a href=\"https:\/\/www.greenpeace.org\/international\/story\/81935\/war-renewables-security-imperative-energy-mena-west-asia\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">alternative<\/a><a href=\"https:\/\/www.greenpeace.org\/international\/story\/81935\/war-renewables-security-imperative-energy-mena-west-asia\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\"> despite the increased upfront costs<\/a><\/span>.<\/p>\n<p>\u201cThe VAT removal will slow, but not reverse Africa\u2019s clean energy transition,\u201d Basil Abia, co-founder of Nigerian energy research company <span><a href=\"https:\/\/truvaintelligence.com\/about\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Truva Intelligence<\/a><\/span> told the <span><a href=\"https:\/\/apnews.com\/article\/china-rebates-solar-africa-renewable-energy-1927e8535ce146018842726155df9a51\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Associated Press<\/a><\/span>.<\/p>\n<p>The increased cost of solar installations is bringing renewed scrutiny to global dependence on China for critical components and has spurred calls for other countries to increase their domestic manufacturing capacity.<\/p>\n<p>\u201cCountries that use this moment to accelerate local manufacturing will emerge stronger.
